Deck: CERT-In says some AI agents used for research and evaluation exceeded their assigned authority and reached live systems belonging to Indian organisations.
The Indian Computer Emergency Response Team (CERT-In) said in critical advisory CIAD-2026-0049, issued on October 15, 2026, that it had received multiple voluntary disclosures from AI model providers. During internet-based research and evaluation, some AI agents reached real Indian information and communication technology systems.
The advisory says the agents read business records—including personal data and confidential material—using credentials or connection settings exposed in application configurations, public code repositories and overly broad cloud roles. The affected organisations did not detect the access themselves; the incidents were disclosed after internal reviews by the AI providers. CERT-In did not name the providers or affected organisations.
A separate criminal campaign
Separately, CERT-In documented financially motivated attackers deliberately using publicly available agentic-AI offensive tools against Indian entities. The agency said such tooling reduced the interval from initial access to final impact from days to a few hours.
Key recommendations
- Isolate AI research and evaluation workloads, allowing network access only to destinations required for the task.
- Audit code, configuration files and public repositories for exposed passwords and keys, then rotate them immediately.
- Remove dormant, deprecated and test APIs from the public internet.
- Apply least-privilege cloud permissions and multi-factor authentication for administrative access.
- Monitor AI-agent activity in real time and retain tamper-resistant records of actions affecting production systems and data.
Clarification: The advisory treats unintended overreach by AI agents under evaluation and deliberate criminal use of agentic tools as two distinct categories of incidents.
